  &lt;strong&gt;Quantum 360 initiated the project by developing a robust market engagement plan which included webinars and roadshows, the aim of which was to explore whether grant-making was an appropriate method of commissioning for its services broadly and whether it was an activity that the client should pursue in the long-term.Feedback from the sector resulted in Q360 developing an addendum to the business case (‘Case for Change’) including a delivery plan, with the objective of bringing grant-making in-house within a 9-month period. Quantum 360 supported the development of the business case (‘Case for Change’), the strategy and the programme plan. This was approved and signed off by the Executive Board, Sponsoring government department and HM Treasury.&lt;/strong&gt;

  &lt;p&gt;To achieve this strategy, it involved partnering with youth sector organisations to demonstrate to the sector that the client was promoting partnership and collaboration with and across the youth sector, government, and community-based organisations.&lt;/p&gt; 
  &lt;p&gt;The roadmap to grantmaking commenced with various rounds of market engagement with the sector to consult and inform the shift to grantmaking, communicating the theory of change and expected outcomes.&lt;/p&gt; 
  &lt;p&gt;In parallel Q360 supported the client with assessing operational readiness and mapping out the key phases of the grant-making lifecycle to understand what needed to change within their existing organisation e.g., setting up processes, systems and resources in accordance with the grants functional standards and the subsidy control act (and other relevant legislation). A matrix grant-making team was established to drive forward the change management and transformation to embed the new ways of working.&lt;/p&gt; 
  &lt;p&gt;We were dedicated to creating an insightful transformational experience with the client, which meant that we met disruption head-on with solutions that connect people to purpose, motivating stakeholders top-down, specifically creating grant champions to advocate the change and help unlock the value for the organisation.&lt;/p&gt;

   &lt;p&gt;As part of this structural change, a previously outsourced team were brought in house, supported by the development of a new team and structure. Quantum 360 developed the strategy and subsequent journey to implement consistent procurement systems, tools, processes, and ways of working alongside recruiting a new high performing team to work with those recently insourced.&lt;/p&gt;

   &lt;p&gt;Awareness and accessibility of the existing outsourced team by internal customers was an also an issue to be addressed as part of the transformation programme. A new operating model was implemented that supported internal customers by a business partnering approach, improving engagement, sharing plans and budgets which focussed on proactive procurement and pipeline management.&lt;/p&gt; 
   &lt;p&gt;Improving the commercial capabilities of the newly integrated team through training and development was also a key focus for both individuals and the senior leadership team, to promote long term career opportunities.&lt;/p&gt;

   &lt;p&gt;Quantum drove the actions required in cultural changes to align to a one team approach, promoting the right behaviours, promoting a collective sense of purpose and ensuring communication was at the heart. This project ensured that that the team was fully established within the organisation, supporting internal stakeholders to successful deliver their commercial and procurement activities, driving value for money for the taxpayer.&lt;/p&gt;

    &lt;li&gt;The team worked towards and achieved Certified CIPS status and won CIPS Best Improved Procurement Team Award.&lt;/li&gt; 
    &lt;li&gt;Implemented a new team (+40 FTE’s, with a new interim to permanent operating model).&lt;/li&gt; 
    &lt;li&gt;New systems were implemented within 6 months covering the full commercial lifecycle including real-time dashboard reporting.&lt;/li&gt; 
    &lt;li&gt;Audit rating significantly improved with substantial controls and a full governance structure established.&lt;/li&gt; 
    &lt;li&gt;Built strong stakeholder engagement and led the development of a single approach across the sector to drive efficiencies.&lt;/li&gt; 
    &lt;li&gt;Implemented Contract Management toolkit, structure and management approach with designated expertise&lt;/li&gt; 
    &lt;li&gt;Sustainable Procurement support to consult on activities and drive agenda internally and with the supply chain.&lt;/li&gt;

  &lt;p style="font-weight: bold;"&gt;The client had experienced an outage of a key IT public facing platform. This was very damaging to their reputation, and we were asked to carry out a review of how this had occurred and what could be done to ensure it didn’t happen again.&lt;/p&gt; 
  &lt;p style="font-weight: bold;"&gt;It became obvious that the client had little interaction with the supplier although the service they provided was critical to the smooth running of the client’s business.&lt;/p&gt;

  &lt;p&gt;One of the outcomes of the review was the requirement for stronger contract management for these specific services and across the whole organisation.&lt;/p&gt; 
  &lt;p&gt;We were appointed to improve the approach to contract management through a skills transfer approach which included training and supporting the team to embed good practices into the organisation. This was a collaborative approach working very closely with the client team.&lt;/p&gt; 
  &lt;p&gt;This was provisioned by:&lt;/p&gt; 
  &lt;p&gt;• The delivery of a training programme which followed a clear commercial process.&lt;br&gt;• A contract management tool kit, such as a risk/value matrix calculator, contract register and meeting agendas and template.&lt;br&gt;• Attending supplier meetings and negotiations providing hands-on support to the contract managers.&lt;/p&gt;

  &lt;p style="font-weight: bold;"&gt;We initiated, together with the Procurement Team, to build a contract register ensuring detailed contract information which also included named contract managers, ensuring those people were aware of the role that had been allocated to them. We supported this activity with them with hand on training, highlighting the significant benefits of effective contract management to the organisation.&lt;/p&gt; 
 &lt;/div&gt; 
 &lt;div&gt; 
  &lt;p style="font-weight: bold;"&gt;We completed a detailed risk/value assessments on their supplier base in order that training could focus on key contracts and the bespoke training sessions could be tailored to meet the needs of the organisation.&lt;/p&gt; 
  &lt;p&gt;Several training sessions were carried out describing the Contract Management process with practical application, using the appropriate management tools.&lt;/p&gt; 
  &lt;p&gt;Further support was provided by attending supplier meetings with the contract managers to support them with setting out the needs of the organisation and the requirements of the supplier relationship going forward.&lt;/p&gt;

   &lt;p style="font-weight: bold;"&gt;The organisation had a concise contract register which could be used for building future procurement pipelines and managing spend profiles.&lt;/p&gt; 
   &lt;p style="font-weight: bold;"&gt;They now had a good understanding of the risk profile associated with their third party spend.&lt;/p&gt;

   &lt;p&gt;With our support they were able to renegotiate the terms of relevant contract so that KPIs were more meaningful and the overall cost of spend was reduced as they worked proactively with suppliers. This approach meant that the client was able to reshape their contract to provide, within public sector contract rules, contractual arrangements that met their changing requirements during the life of the contract.&lt;/p&gt;
